On November 15, TICAS joined a letter from members of the California Private Proprietary Education Coalition to raise concerns in about the California Budget Act of 2025-2026 related to potential affordability, accountability, and equity challenges in higher education that may arise under the incoming Trump administration. Specifically, the letter raises critical issues related to the funding of the Bureau for Private Postsecondary Education (Bureau) as the first line of defense for students enrolled in private postsecondary programs. The letter offers recommendations for achieving fiscal solvency for the Bureau, including utilizing the Student Tuition Recovery Fund (STRF) for a variety of administrative costs that students often face. Finally, the letter offers recommended changes to STRF that can streamline its funding and align it with federal standards to ensure that the most vulnerable students have access to timely support.
