How SNAP Could Better Support State Educational Attainment Efforts


The 2023 Farm Bill presents a bipartisan opportunity to adopt overdue reforms that better align SNAP with the modern workforce. Our state fact sheets show large gaps between SNAP participants and non-SNAP participants in their attainment of an Associate’s degree or higher. This may be due in part to federal eligibility rules within the Supplemental Nutrition Assistance Program (SNAP) that restrict education beyond high school, undermining access to one of the most effective paths toward economic security for individual and families and impeding economic growth. Modernizing these policies to reflect demand for and value of postsecondary credentials would help drive progress toward meeting state educational attainment and workforce development goals.
