Modernizing SNAP for the 21st Century Economy: Farm Bill Recommendations


As Congress considers the Farm Bill, TICAS urges policymakers to adopt common sense bipartisan modernizations to the Supplemental Nutrition Assistance Program (SNAP) to reflect evidence-based pathways that lead to greater employability for participants. Congress should amend the Food and Nutrition Act of 2008 to ensure SNAP does not restrict participants’ ability to pursue postsecondary credentials. These changes align with how the Workforce Innovation & Opportunity Act (WIOA) and the Carl D. Perkins Career & Technical Education Improvement Act (Perkins Act) define postsecondary credentials, which would improve states’ ability to maximize investments across federal programs. These updates are critical to ensure SNAP reflects the needs of the economy, making it more efficient, responsive, and impactful.
