In response to the Notice of Proposed Rulemaking on the Temporary Assistance for Needy Families (TANF), TICAS and 34 anti-poverty and higher education advocacy organizations submitted a joint comment to the Department of Health & Human Services (HHS). The letter commends HHS for its efforts to ensure families with the greatest need receive benefits and services funded by TANF. The letter also urges the Department to ensure that their final proposals do not worsen the college affordability crisis, to improve guidance that clarifies that states can use TANF to support postsecondary education for parents with low incomes, and to provide better guidance and technical support to states toward those goal.
