TICAS Comments on Proposed Revisions to Title 5 regulations related to Nonresident Tuition Exemption Implementation


TICAS writes to express its overall support for the California Community Colleges Chancellor’s Office’s (CCCCO) proposed revisions to Title 5 regulations related to nonresident tuition exemption implementation as of May 2023, which aim to streamline the process for low-income, undocumented community college students to submit the AB 540 affidavit and become exempt from paying out-of-state nonresident tuition. The proposed regulatory revisions would authorize community college districts to accept verification of the AB 540 affidavit from the California Student Aid Commission, submitted as part of the students’ submission of the California Dream Act Application, on behalf of the student. TICAS also asks CCCCO to ensure that the proposed student information verification process does not prevent students from receiving the nonresident tuition exemption or other forms of financial aid in a timely manner.
