Colleges cannot increase completion when students’ basic needs go unmet. To highlight what federally-supported basic needs investments make possible, TICAS conducted qualitative interviews with 10 Basic Needs for Postsecondary Students grantees. We assess how grant-funded initiatives influence retention, re-enrollment, and completion, as well as what is required for sustainable, effective basic needs models. This report also includes recommendations for policymakers to protect, sustain, and strengthen the impact of the program.
